
MANAGEMENT
The CSU offers two plans that help employees manage their benefit needs and save valuable tax dollars:
FlexCash Program - If an employee has group medical and/or dental coverage not offered by the CSU, the FlexCash Plan pays cash in lieu of CSU coverage, allowing the employee to receive only the coverage needed.
Tax Advantage Premium Plan (TAPP) - If an employee elects health coverage through the CSU, the Tax Advantage Premium Plan (TAPP) allow for the payment of health insurance premiums on a pre-tax basis, reducing federal, state and FICA taxes.

Tax Advantage Premium Plan (TAPP)
Active CSU employees are eligible if enrolled in a CalPERS health plan.
If an employee chooses to participate in FlexCash, the following monthly after-tax payments are made to the employee:

The CSU may change these amounts in the future, subject to collective bargaining.
FlexCash
1. Complete the (via Adobe Sign; Select the Form Name from the Workflow Selector dropdown)
2. Submit a copy of your current health insurance card, and if available a copy of
your current dental insurance card to hrbenefits@csusm.edu.
The Benefits Team will confirm receipt of your request, review documents, and provide confirmation once the enrollment has been completed.
Tax Advantage Premium Plan (TAPP)
Enrollment is automatic at time of CalPERS health enrollment. If you do not wish
to participate in TAPP, you must notify the OHR Benefits Office within sixty (60)
days of becoming eligible or at the time of electing your CalPERS Health plan, whichever
comes first, or during an open enrollment period.
Enrollment Restrictions
Once an employee makes an election to participate in either the FlexCash Plan or TAPP,
participation cannot be changed or cancelled until the next open enrollment unless
there is a change in status event. Employees experiencing a change in status event
may change, start, or stop participation by filing the Benefit Enrollment Worksheet
within sixty (60) days of the change in status event.
An employee who is on leave of absence without pay, temporary disability compensation, non-industrial disability leave, industrial disability leave, or other non-pay status may not enroll in either plan while in such status. However, the employee may enroll within sixty (60) days of returning to active status provided that they would otherwise have been eligible to enroll during the non-pay status.
FlexCash
Effective date is based on eligibility date/date of hire, and when the OHR Benefits
Office receives the enrollment documents.
The OHR Benefits Office will confirm the effective date at time of processing.
Tax Advantage Premium Plan (TAPP)
Health premiums are paid the month prior to coverage, so if the CalPERS health coverage
is to begin March 1st, the pre-taxed amounts will be reflected on the February Pay
Period issued warrant.
