Common Human Resources System

Common Human Resources System (CHRS) is a single Human Resources data management system for all 23 California State Universities and the Chancellor’s Office. CHRS is based on PeopleSoft 9.2 with modifications to make it work for the CSUs. These modifications have been designed by experts from all the CSUs, and are being built by the Chancellor’s Office.

Why CHRS?

  • Implementing CHRS: 10 Reasons It’s a Game-Changer
    1. Delivers significant cost and operational efficiencies from having one central system
    2. Brings new functionality to campuses, especially those with few modifications to current software
    3. Streamlines HR business processes and standardizes best practices
    4. Delivers an improved user experience in HR applications, including future mobile access to HR services
    5. Provides enhanced reporting with standardized data  to assist decision-making
    6. Allows new software to be deployed and adopted more rapidly
    7. Relieves the training burden from campuses by delivering systemwide training materials
    8. Positions the CSU to consider cloud-based technologies in the future
    9. Allows sharing of HR personnel between campuses
    10. Centralized management allows campus technical resources to be reallocated to other tasks â€‹â€‹â€‹
  • The Goals of CHRS: Shaping Our Path Forward

By implementing CHRS on all 23 university campuses, our goals are to:

    • Create a sustainable HR system environment (the current one is not supported)
    • Consolidate all individual CSU campus HR databases into a single, centrally managed database
    • Implement PeopleSoft HR 9.2 built on the single platform
    • Implement common HR business practices and processes which result in systemwide efficiencies and cost savings
    • Enhance functionality of the HR business system environment
    • Provide enhanced functionality for Faculty Affairs for all campuses
    • Reduce the number of HR application modifications
    • Deliver common data elements systemwide
    • Establish a systemwide data governance model
    • Implement a centrally developed and maintained systemwide HR reporting environment â€‹
  • Who Will Feel the Impact of CHRS?

    In general:

    • All universities will have to modify business processes
    • Many job responsibilities will change
    • Campuses with distributed HR processing will experience a greater impact
    • While some campuses will gain functionality and tools immediately, larger campuses with modified software will reap benefits from continuous releases and enhancements

Before CHRS

23 cake slices

  • 23 different versions of software, which is difficult and costly to maintain
  • Campuses using different HR processes
  • No common way of doing business or sharing of resources
  • PeopleSoft 9.0 is not supported anymore

After CHRS

One single layered cake

  • All campuses on one common system
  • Efficient and more cost-effective Perform
  • HR processes in a common way and can support other campuses
  • All campuses on PeopleSoft 9.2

peoplesoft 9.2 + Customization built for the CSU = CHRS
